Dielectric Constant:

A non-conducting material whose molecules align or polarize under the influence of applied electric fields. The degree is indicated by the dielectric constant, the ratio of the charge stored by a capacitor with dielectric material between the plates to that stored by a capacitor having a vacuum between the plates.
